Who is suggesting it as a last resort? The parent or the school? If the child is exhibiting behaviors that are interrupting their ability to learn, then an FBA and a Behavior Plan could give you data as to why the behaviors are occurring and strategies to reduce or mitigate those behaviors. I'm not sure what advantages there would be to waiting.

An FBA shouldn't be a 'last resort'.  There are gen ed FBAs that can be done w/o parent consent to move a child from Tier 1 PBIS that all students get to Tier 2 & 3 which are also general ed behavior intervention.  An FBA collects data on ABC:  antecedent, behavior, consequence.  You need data when you are looking to decide what the next move should be so an FBA should be the 1st thing a school does when they see behaviors.
